I've successfully purchased it for $15.50 AUD with Paypal and are preloading the game in Steam. The only region restriction seems to be for Germany.

To purchase a VPN or proxy in Brazil is required. Try using Hola.

The deal may expire on 05/05/2015 at 1pm and go to ~$17 AUD. Still very good. The Steam store wants $39.95 USD which is over $50 AUD.

EDIT: Price has gone up to $17.16 AUD using the Paypal exchange rate. Still the cheapest.
