AS NEW means?
To my understanding, it's new in that an end user (customer) has never used it, but it has been used by Dell. One potential situation where this might happen is if a company orders a large number of laptops with specific software pre-installed, but never ended up needing all of them and cancels part of the whole order before delivery is made, or the laptop is just returned to Dell unused.
From there Dell would do a clean install of Windows so it would be the same as any product that you buy from a retailer. But since Dell has had to 'use' it to prepare it for sale again, they can't claim it as new, but it's not quite used either.

If you are a student, I believe there's student discounts @ Lenovo, though it is very unlikely you will score a $500 i5 laptop from there.
Check daily on the Dell Outlet. You can often times score an "As New" Dell inspiron with an i5.
However you'd be silly not to get a Dell Latitude — they're far more solid than Inspirons, but they cost a little bit more.
