Yes
Do you have an old PC that you can recycle a HDD, Case or some Ram?
Nope sorry
But I do have an external hdd
"Gaming" on a $500 laptop or desktop is going to be a tough stretch.
If you were to build a gaming PC, you'd have to stick with using Linux (Steam OS for e.g) since a copy of Windows would cost you a hundred, giving you $400 left in components.
Are you willing to buy a second hand GPU? Let's say a Radeon 7870 (market value: $110) If you are, then you'd be able to build a gaming PC for possibly just over $500.

If he wants WATCH_DOGS, the minimum RAM requirement is 6 GB. 8 GB costs about $80.
No frills build:
$63: ASRock H81M-DGS
$89: Intel G3258 (can be overclocked to 3.8 to 4Ghz on stock fan)
$61: WD Blue 500GB
$85: 8GB ram Patriot or $45 4GB
$79: Thermaltake USB3.0 500wPSU Versa-H21$337 Total (for 4 GB)
Card options
1. (new) $171 2G GTX 750 Ti Gainward-OC
2. (second hand) Radeon 7870 as suggested aboveGets you under or close to $500
For the OS: Might be able to get a copy of Windows 10 preview for free, or use Linux as suggested by others.
Suggested upgrades later on: extra 4gb ram, 120Gb SSD (lowest ozbargain price down to $59), i3 or i5 upgradeGetting a computer in that price range to play a poorly optimised game on medium is going to be difficult.
Get an AMD APU based system..
saves some $$$ the A6-7800 is a reasonable gaming processor GPU combo..(just make sure you get the fastest ram you can…)
Note that AMD does not guarantee any memory frequency over 1,866MHz - had a few issues with higher memory modules not always being supported/compatible.
If you can, I always recommend get a dedicated gpu - can be overclocked easier as well. In terms of Watch dogs, here is a good indicator of what settings/graphics card you should get.

I would definitely recommend a 750ti or 260x - should be able to play on medium/high settings 1080p monitor.
Desktop?
