Straight to A Current Afffair. They love running around the local supermarket with a hidden camera.
Seriously though, raise it with the manager. Give them the opportunity to fix it, they are probably just as keen to keep the little buggers out before they take over. If they don't appear to do anything, then it's time to step it up.
I'd hazard a guess there will be some in your house too, do you need to contact the authorities, or fix it yourself?

Contact the SM. It's not always negligence, most stores already have a problem with rats and cockroaches. There's usually a maintenance person that comes along every couple of weeks or so to check/restock traps.
remember if they scan higher than the shelf price then the first one is free.
