Will this stack to the people who already are on psplus?
No it won't. The point of this promotion is to allow people that don't have a subscription to play multiplayer titles. They aren't getting this months free game or anything like that.
PSN Plus members will receive a promotion for not being able to play online in the same period. ;P
Is this for all regions?
It doesn't specify but it's implied.

I'm sure that 95% of people who want to play online already have a PS plus subscription, I doubt that the small amount of people who don't have PS plus and want to play online will collapse the server
it should be free always, like the PS3 was.
i dont see the IMPROVED SERVICE of the network being far superior for our PAID NETWORK ACCESS, as we were promised.
Agreed, they've yet to compensate well enough despite the network being down every other week… It's ridiculous.
