iPad - Best Bang for Buck on Telstra?

Hi guys

I'm after an iPad with cellular on Telstra for a family member and want the best bang for buck.

I was thinking iPad Mini 2 or iPad Air outright and pre-paid data plan.

Any good deals around?

Apple lock sellers into 5% markup\down (or less!)
and telstra data bundles hurt like hell.

Kogan will sell an imported one a LITTLE cheaper; or the apple refurb store (it'd be my go to).
And 'new' Vodafone, using telstras 850mhz network data plan; personally.
