Going to Europe am and looking for the best GPS Maps & City Guides for Android. Must be able to be downloaded to my phone so not to incur data roaming charges. Not particularly worried if there is a cost involved but just looking for the best apps

I'm a massive fan of citymaps2go. Worked perfectly for me many many times. Although I am planning to also give 'Nokia Here' a whirl next trip as that offers full Sat Nav functionality for free.
Not sure about city guide.
^^^ citymaps2go is very good, here maps also another good free option with download to your phone. Also try maps.me
Maps.Me didn't work in Japan, unless you're wifi connected the location won't lock
Triposo… used it all around Europe (and the world) and very helpful
With my Lumia (not a Droid, I know), you can download country maps for offline use. Maybe check the settings of your maps app?
On the City Guides front, check out Lonely Planet - they sell eBooks on their site.
