Not too intense just editing some photos.
Screen i would say resolution and quality over size.
SSD would be preferable but probably not realistic with this budget - i can always get one and replace it or add in the DVD slot later if i wanted to.

The only thing I'll do in the coming months is swap out the HDD for an SSD but it is still very quick right now with the 8Gb cache
I might look at upgrading to 16Gb RAM, but I dont have a need for that much right now.

Otherwise, dell have some amazing deals if you can wait. I have an awesome laptop that was a genuine $700 discount. I photo edit. An ssd will go a long way to improving performance, but you won't get that in your budget unless it is at the cost of other components.
Oh, and $35 for an external good ext dvd writer is pretty standard on ebay. I have one and it just works - no fuss at all.
How intense a photoshoping are you doing? Will you need a dedicated Graphics card? What do you call a decent screen, are you referring to size, quality or resolution? Do you want a HDD or SSD, if so what is the minimum size? The more details you provide us the faster we can find you a laptop.
