Apple has made Waterlogue available for free through its Apple Store app. Apple recently featured the app in the “Start Something New” campaign and was also one of Apple’s Best apps of 2014.
Waterlogue helps you in creating beautiful watercolor images and can even transform your existing photos into luminous watercolors. It also allows you to share your creations with your friends and followers on Facebook, Twitter and Tumblr. While the app supports both iPhone and iPad, the maximum rendering detail and resolution of exported images will vary depending on how old or new your iOS device is.

You cannot download Waterlogue for free directly from the App Store though and will instead have to use the Apple Store app. Follow the steps below to know how.
Step 1: Download the Apple Store app from the App Store.
Step 2: Open the app and head over to the ‘Stores’ tab. Scroll down to the “Start Something New” section and swipe to the left. Then, tap the Waterlogue icon displayed there.
Step 3: A ‘Download now for free’ button should pop up at the bottom of the screen. Tap it for the download to start.
Came up at $3.79 for me. VSCO cam and Brushes 3 were free though.
