All it needs is 1 hot ember to catch the breeze into that dry bush off the beach and wham…fire or even worse death and at that point your life is messed up forever.
Every state will have its own different bush fire law.
The bush fire authority in your state can advise regarding your question.
I wasn't planning to light one up during fire ban days. The link @endotherm gave me had a lot of information about fire pits. It states that fire pits were allowed under certain circumstances.

On total fire ban days any fire is illegal. Also depending on what beach it was if it's in a National park or Sanctuary then all fires are also illegal regardless of the weather. I am not a fan of fires on the sand as most people try to do the right thing and cover it up with sand to put out the fire but generally there are still hot coals underneath. Apart from it still being able to reignite also if someone walks on the sand not knowing they can get a serious injury.
