By far the cheapest you can get the DLC by normal means. If you don't own the game yet but want all the DLC, it's cheaper to pick up the GOTY edition by only a small amount.
If you can only afford to get one, I definitely recommend the Weapons bundle over the Heist bundle as you can still play DLC heists by joining hosts who do own them.

pretty much my situation, bought most of the weapon dlc previously;
great game for anyone still on the fence, DLC is not needed, but adds a few more fun weapons to play with.
Much more fun with Mic's and people you know.
Does the weapons bundle come as individual dlcs that u can activate or do you have to activate the whole bundle? I have some weapons dlcs already and wonder if I can share the bundle with some friends.
You won't get extra copies for DLC you already own.
