Best ask the rental agent. There should have been a water meter reading when you signed the lease. When the water rates bill come in it will not be matched to your lease date unless by co-incidence.
You might be charge for the excess created by the previous resident if there was no reading taken when you took on the lease.
Find the water meter and take a photo with date stamp. Repeat as necessary and compare to find out how much you are using. If the neighbour filled their swimming pool with your water then you will be getting charged!

When you receive a water bill, it has comparisons of water usage based on the number of people and garden size.
For example if SA Water averages your usage to 650 liters a day, it might show that as the average for a 'family of 4 with a large garden'. If you are 2 people with no garden to speak of, I imagine they expect your water usage to match the average listed for your circumstances and would charge the difference.
I can't seem to find the comparison chart, but if you hunt down an old bill it should be there.
