I'm after a small tv for my daughters room for playing her Wii U on.
So far I've found this online: Dick Smith 23.5" (59cm) High Definition LED LCD TV w/DVD $199.
Is this the best I can do within this price range?

Cheap and small? Would you consider 2nd hand? Chances are people would have a hard time selling one for much money. Find a few old ads on Gumtree without many views and make them a low offer …

The Toshiba one is listed at $300, but of course that is way too much I probably wouldn't pay more than $100. I am guessing he bought it two or more years ago and needs to be reminded that tech depreciates very fast even if it is barely used.

Yes that is also a good solution but it will generally require a HDMI>DVI cable. Most monitors will not have inbuilt speakers so you will probably just need to get speakers as well to connect to the Wii.

Actually using the latter one for general PC use and for the Wii U, hasn't let us down.
