Bang for the buck the Huawei G526 is hard to beat, finding one these days may be difficult?

around 4.5", basic camera. I really only need it to do what my Velocity did, but maybe a quad core so its not as sluggish

I'm in similar situation, deciding between refurbished Nexus 4 from Kogan or Xiaomi Red Mi/Mi 3.

The Nexus 4 was a good phone for it's time but nowadays there are far better devices packing better build quality, battery runtime, CPU and expandable storage.

I can't really be of much help, but from what I've heard the Moto G is the best budget Android phone. Unfortunately, it is not under $200 but is at the high $200s, it should last you a while though.
