As a thank you from Evolution Studios while the remaining server issues are resolved, you can now download and keep these game add-on packs and enjoy 7 new cars, 22 extra events, 10 more paint jobs and 10 new Trophies.

Download all of them from PlayStation Store or directly in-game - just go to GARAGE & TOUR to find them.
