basically it cant seem to run 1,920 x 1,080p properly and it'll overscan badly on a pc

It will be bad for any application involving a PC - using this as a Monitor would be horrible experience.
If you plug your computer in, fast motion (e.g. sports or video games) will be blurry and laggy, and without complex configuration, all of the edges of the screen will be chopped off (e.g. you won't be able to see the start bar)
AFAIK LCDs can't do interlacing. A 1080i signal will be converted to 1080p on a "Full HD" LCD display.
If the listed resolution is correct (1920x1080), the LCD should support 1080p
You are half correct - the problem is with the video controller, not the panel. If you select 1080p on the PC (over HDMI/DVI), it will display a picture on the TV due to the conversion, as you say, but the conversion is atrocious - it is so bad, it is unusable, it looks like 800x600 or worse. This weird processing does not happen if you send 1080i over HDMI. But this results in being limited to 30Hz output from the TV. Of course, if you really care about picture quality, since there is no one-to-one pixel mapping setting, even with 1080i the image is being rescaled by the overscan. Although the brightness, contrast and colour are decent, the limitations of the controller make these terrible TVs - I know because I have one :(
EDIT: …and I was so disgusted that they have the gall to advertise these as 'Full HD' I made it my mission to post comments to this effect every time I see these TVs appear on ozbargain

I'm using this tv predominantly for PS4 gaming.
I haven't noticed any input delay from playing any FPS yet.
There is noticeable ghosting from DTV however.

Not relevant to us, but walmart has 40 inch generic tv at black friday sales for $119. Convert to aussie and add gst your looking at ~$150. So yep tvs can get cheaper.

As usual, "Progressive Scan No" and probably cannot disable overscan = useless for a PC media center or gaming. DSE needs to get their act together, its 2014 and selling a TV that can only do 1080i as 'Full HD' belongs firmly in the past
