I have an Apple phone and tablet from work, but will probably get an Android equivalent some time in the future. Is there a way I can get free apps such as the Oxford Dictionary now without an Android device?

You'll need a google account. Register for youtube or if you have Gmail you already have one. Then go to play.google.com and try your luck… But I've a feeling you need a registered device also. Maybe a friend will let you log in on there phone. If your technical savvy, an android virtual machine on your pc should work as well but you'll need gapps/google apps sideloaded.
Android X86 project. Grab this and run Android off a USB stick, and presto, you can claim all the free stuff you want.
Also see Bluestacks. Android x86 will also run in a virtual machine - and it might be easier that way, since you don't have to deal with possibly incompatible hardware. Should be plenty of guides available.
