One says Apple has certified it's pre-owned, the other says it's refurbished. Pre-owned may not be refurbished.
It maybe then again it may be. Anyone thinking about buying should at least confirm it's the same certification, otherwise they could be mislead.

For a second hand phone I think it's a pretty poor price. Generally I don't mind refurbs, but also taking age into account I'd expect it to be cheaper. Maybe for a 5s, but not an iPhone 5.
Better bet might be to jump on Gumtree and find a 5s that's been kept in good condition.
