$400 Powerful Video Card

What is the best video card on the market for $400? Absolute max of $400.

Main uses are Gaming, Lumion, Revit, and Autocad.

I've seen a few deals pop-up on Ozbargain, but majority of the time that have very limited stock and are difficult to grab.

A Radeon R9 290 is probably the most powerful with a price of $400 give or take $50

  I'd agree, but good luck getting one for much less than $500. OP specified max of $400. Although the Gainward and Galax models are ~$429, I'd recommend going for a more reputable brand.
  As ProjectZero mentioned, an R9 290 would probably suit your needs.
