Agreed. Best option for sub $400 atm.
I'd agree, but good luck getting one for much less than $500. OP specified max of $400. Although the Gainward and Galax models are ~$429, I'd recommend going for a more reputable brand.
As ProjectZero mentioned, an R9 290 would probably suit your needs.
A Radeon R9 290 is probably the most powerful with a price of $400 give or take $50
