Seller taking advantage of eBay 15% off

Hello Ozbargainers and Detectives and Issh,

I recently participated in the eBay 15% off sale by purchasing a hard drive for the face value of $130. Having applied the coupon it only cost me $110.5, even cheaper than amazon prices.

Although I paid for express postage (which I believe includes tracking)
The seller supposably sent it without tracking and has now admitted that Australia post has lost the parcel.

He is willing to refund me $110.50

I think he never sent the item and wants to pocket the $19.50 (ie the value of the voucher). He sold over 20 hard drives during the 15% period. The almost $400 of fraudulent money.

How should I proceed ? I have already messaged him about having another hard drive sent out, but he is reluctant.

Update:
Just as Make It So has said, the seller has reversed the original transaction.
This means that $110.50 has returned to my pocket
and $19.50 has returned to eBay's pocket

Furthermore, the seller has compensated me $5 for my troubles (I only received $4.58 after PayPal chewed up transaction fees)

It appears that the seller is not as unscrupulous as I originally thought. He is actually $5 out of pocket from this transaction (and possibly $130 down from losing a hard drive)

In conclusion, I missed out on a saving of $19.50 during the 15% eBay sale. I was compensated $4.58. And I'm still looking for a 2tb hard drive to full up my Intel NUC.

I will ask him again to provide me a tracking number to confirm his story, but I don't think it's wise to leave negative feedback.

    Was he selling other items? Could have made quite a good chunk of dodgy money from that.

    For nth time: name and shame the store.

    Would they still get the 15% voucher if it's disputed and negged though?

      I doubt it. From what I understand, a reversal of the transaction reimburses the money to the sources it came from:
      1) the buyer's bank/credit account
      2) the eBay funded discount code

      Unless he is proposing to send $110,5 to your Paypal account as a separate transaction (as opposed to reversing the original transaction), I do not think he would benefit.

    From this deal, I never received the item I ordered (item was a few cents under $10) and the seller issued a refund. That refund went back to PayPal. Didn't get $10 credited to my balance.

    Note clause 14 from the terms and conditions,

    In the event you return or seek a refund on any item purchased using this discount, the value of the discount will not be refunded to you.

    I am not too sure how the refunds are prioritised in terms of funding sources in this case, but if the eBay discount has priority over your bank account/credit card/PayPal balance for what gets refunded first, then in the scenario of the seller refunding you exactly $110.50, you may get less than $110.50 back in your balance.

    If the seller refunded $110.50,
    Discount refunded first: $19.50 (back to eBay)
    Then the rest back to you: $110.50 - $19.50 = $91

    If the seller refunded $130,
    Discount refunded first: $19.50 (back to eBay)
    Then the rest back to you: $130 - $19.50 = $110.50

    So definitely open a dispute and leave negative feedback!

    I can confirm that express post has detail tracking. And since you have paid for express post, they should have used express post. Ebay and/or paypal require seller to use postage with tracking, else if the parcel gets lost, they will be responsible, as they have no way to prove to paypal that they have posted the product.

    I was under the impression that all parcels now come with tracking (unless paid with the use of stamps).
    I sell things regularly on ebay and always post as regular.
    On my receipt i always get supplied with a tracking number and was told by one of the staff as well that all postage now comes with tracking.
