  Cheapest way I know of to get Google credit is to do Google surveys - Google Opinion Rewards.

  Wow somehow no one mentioned the Telstra Prepaid method.
  Ok so heres the deal you can buy telstra prepaid $30 sims when they go on sale for $10 to $15.
  right now they're available for $15 so this gets you anything on google play under $20 for 50% off.

  So what you do is this.
  You'll need an Android phone/tablet with a sim card slot and the prepaid card.
  set up the prepaid card online and set it up using the longlife plan.
  Then put the card in your android device making sure to have turned off sync and other data using settings.
  turn on your device make sure you're connected via wifi. Figure out how to set up Googleplay billing to your Telstra credit via google.

  Now you can bill your prepaid telstra account until you run out of credit.
  Then you can toss the sim in the trash and repeat.

    I suppose you need a unlocked phone or a Telstra locked one?

      Hmm haven't tried in a locked phone. Always did it in unlocked phones. Guessing your phone probably needs to be on the Telstra network to verify for some reason.
