Code is a steam key.

The game is the GOTY edition , not the GOTY deluxe edition so you are missing some DLCs , but this is the historic lowest price for Oblivion.

  If you want a hardcore experience try FCOM (various mods made to work together) or WAC. Also grab Qarl's texture Pack redimized for improved textures (assuming you have a decent video card). And run the game from an SSD to reduce loadtimes.

There is no way to upgrade to Deluxe version so keep that in mind if the DLCs are important to you.
