I know this isn't the Retina model, but this is the cheapest way to get a 3G iPad Mini plus you also get 100MB data for one month.

Hmmmm… so let me get this right..
You buy from Optus online.. on a 'month to month plan' which actually means its outright.
Get your first bill and its $360 (for device) + $5 for 100Mb plan for the month.
Then you cancel it and there's no extra charges?

Is my understanding correct?

There doesn't seem to be a 32Gb option
