Okay, thanks to eBay ctoytastic discount, I took delivery of my new "toy" yesterday, a grey import samsung tablet. It came with a genuine samsung charger from some country that I am unable to identify and a Kogan brand charger for Australian power sockets. Any one have any opinion on kogan brand chargers? I like it a lot more than the Samsung chargers because the usb cable point down instead of to the side so it sits in the power board a lot better but recent things I've read about off brand usb chargers make me wary.

Negative. Friend bought a 12" note pro and left it to charge overnight on the Bogan charger with no result. Either he got a dud or the Bogan charger is simply not a good quality/reliable charger.
FWIW if it came with the original Samhung charger then I'd be inclined to use that every time. Wouldn't risk damaging my devices/batteries with dodgy chargers.
Did your friend use the Samsung USB cable?
Note's have a longer socket than standard so Samsung's cable is pretty much required.
Note's will also need a high Amperage charger.
I'd also just be buying a socket adapter for the Samsung unit, but in the meantime the Kogan should be safe (from electrocution) to use.I own a note. I use a standard cable from a 0.5a socket.

You're fairly safe to try.
Since these things charge over USB, its basically a voltage regulator in there. If it fails, it fails 'off'.
It would take one hell of a fault for a DC VR to fail 'open' and let 240v through.If you're that worried, big brands like Arlec make powerboards WITH usb sockets in them.
The fact that it's branded at all is an incredibly good starting point.
Kogan gear will likely at least meet Australian Standards (their commercial insurance would require them to do so.)
The Kogan charger is still likely to be lower quality that the genuine charger, but safe.
It's the grey imported no-name gear that you need to worry about.
