What's a .msi file?
.msi is a Microsoft Installer file.
edit: Won't let me download the 32-bit version. Just saves as a 0-byte file.
I'm using Gparted (http://en.wikipedia.org/wiki/GParted) to do same thing - HD partition/resize etc . Download and burn to CD or USB stick. Best of all, it's free.

Make sure you get the correct version (32bit vs 64bit) for your version of Windows.

I get an 1901 installation error when leveraging it.

I got it too after a similar long, slow download. Tried to install it (in order to use unpartitioned, unaccessible by Windows, space on my hard disk). Funny thing is given it's size (122Mb uninstalled), it won't let me install it due to to its space requirements! ;-)
Another benefit of a "live CD" like Gparted I guess.
