looking @ hotels .com which is offering 40 % off but havent been to sydney before and the reviews seems to be neutral for most hotels in the range of 250- 350 for 3 days. Can any one recommend a good hotel in sydney preferably near city /darling harbour.

Wotif is really good for mystery hotels, and it's really easy (if you can be bothered) to see which hotel it is. Just cross check the same rating in the same area against the facilities. Sometimes they'll even have the same description for 'things to do' in the area.
I paid $300 in Meriton Serviced Apartment for 3 days in Campbell Street Sydney. Its near chinatown and darling harbour. Its included in the top 3 hotel base on Tripadvisor.
Loved staying here. No parking if you have car
Just go a mystery hotel and wish for the best, most hotels in that price range will be much of the same. Did the mystery hotels a few times and most of the time I found pretty decent value, however most of them are in surry hills, which is like 1 suburb away from the city, so still pretty close
