Recently I realized that the firmware updates which Samsung/HTC push after launching their latest flagship handsets mess with the performance of older handset versions, like SG4/SG3/SG2, HTC One M7.
Worst hit is the camera performance. Has anybody else experienced this?
I observed this on my old SG2 (after SG3 arrived) and recently with my wife's SG4 (after SG5 arrived). Therefore I have decided not to upgrade the firmware on my HTC One M7.

I read on some forums that the camera focus got worse after firmware upgrade on both SG4 and HTC One M7.
I have an S4 at the moment. Went from 4.3 to 4.4.2, the UI feels slightly smoother on 4.4.2 (or could just be placebo) but everything else remained the same. Haven't noticed anything wrong with the focus.
Mate's Galaxy S3 is almost inoperable due to the updates. He can't answer the phone at times because the screen has trouble loading up.
Turn off the power saving mode on Samsung handsets, by default, this is turned on when you've finished updating the device. The power saving mode shuts off unused cores and underclocks the processor, which causes UI lag.
Not sure about HTC M7, but after a firmware upgrade its a good idea to factory reset the phone and clear the NAND flash memory so you get a fresh start. Usually a major update will automatically wipe the phone, but minor updates will retain data. But its still a good idea to clear the dalvik cache after an incremental update.
Earlier versions of Android didn't do TRIM garbage collection which caused the device to write to the NAND storage a lot slower (causing lag). If you are running 4.3 or 4.4 now, your HTC shouldn't lag anymore.
If it still does, maybe you should try LagFix and see if it can fix your lag issues on the HTC One.
