I have never brought credit before but want a few things for my tablet.
I notice all sorts of deals for apple cards but not for Google
Is there any gimic for getting Google cards cheaper? Or do I just pay retail?

Telstra prepaid money = Google Play money.
Telstra Prepaid Sims can be bought cheaply (say $20 dollars for a $30 prepaid card) which essentially gives you an extra $10 to spend on the Play market. The caveat of course is that Prepaid sims expire.

Yes, the SIM card must be inside the device for it to work as credit.
If you don't have a phone to use the SIM with, then perhaps you can 'loan' a device from a family member or friend, set up a secondary Google account, buy your stuff, then remove your Google account from the device.
you cant bring google credit, but you can buy it though.
