I'm planning to head to Cairns for a week and currently looking for a cheap clean accommodation and tour groups for
-snorkeling,
-scuba diving (day n night) in Great Barrier Reef (outer reef)
-skydiving.
Would appreciate your suggestion.

Firstly, my apologies I can't give you any specific recommendations on anything. :) I think most places in Cairns are fine just depends on your budget. I went to Cairns a few times before and we stayed at Holiday Inn, Rydges Tradewinds and Mantra on Esplanade and all three were good.
There are lots of outlets on the main street for tour bookings, so you could just go there and walk around as soon as you arrive to make your arrangements. Otherwise just Google the places and ring them. You can also check a lot of these places on Tripadvisor to see people's reviews. Same goes for skydiving.
Have you been to Cairns before? I highly recommend going to Hamilton Island or Daydream Island and go to Whitehaven beach from there. You won't regret it, it's one of the best beaches in the world.
