Voip isn't suitable. It's for an older chap who doesn't have a smart phone and internet coverage is as good as non existent where he lives

No internet for skype to run.
You can setup Skype to give standard landline number to forward the call.

I use localphone.com it is cheaper than skype and the quality is better. You can use like a callcard, setup a local number for your favourites or VOIP.
In your case:
1) sign up
2) register your AU mobile + location (e.g Sydney)
3) add your hungarian contact
4) add some credit (the minimum)
Localphone will generate a 02 xxxx xxxx number for you to call your contact directly from your mobile.
Localphone will charge you US$ 1c/minute.

yes it is voip based but you can use the phone network for access (like a calling card).
Calling cards use the phone network..
There's usually a bunch of hoops to jump through cause they usually use a callback feature..
ie you call them, tell them what number you want and hang up, they call you back (on a VoIP connection) and then they automatically dial the number you want (also on a VoIP connection) and then they link the 2 VoIP sessions so you talk over the regular phone but get something close to VoIP rates, and sound quality.

Nothing else can match it for price and it's baked into Android. (Presumably there's apps for iOS and Windows?
