Who helps workers who aren't a union member?... What govt department?

Apart from a lawyer - try Fair Work Australia and the Fair Work Ombudsman.

Might depend on where you live… I know when I had some issues, Workplace SA were practically salivating to have a crack at my employer (not something I followed through with, which turned out for the best), but I'm sure there would be equivalents out there for other states… Hope all goes well for your friend…

  relo had work issues, joined union. had to backpay the fees though…. but small cost to pay in relation to the outcome.
