Works regardless. Obviously you need to have a US billing address for the Amazon purchase, but it actives via Steam with no problems, no VPN needed.

needs to be a valid us address (use a hotel in a state that Amazon won't charge sales tax)

if so then how can I use a c.card that has my AU billing address diff to a usa address.. is this allowed?
Yep, they don't bother checking the origin of the credit card. You can even still have your delivery address listed as Australian but an American billing address and it works.
