I received the same offer a while back when I went and got passport photos.
I ended up spending the $10 voucher to get a roll of 35mm Portra 400 + something else small to make the value up to $20 so I paid about $10 for the roll which is a great price in my opinion.
If you don't shoot film then my input is invalid lol
