I think that depends on each individual hotel you are booking. It will tell you latest date you can cancel booking for free.

Well there won't be a new code till mid may and that's cutting it close to your travel, as you should always book month in advance
don't fully agree with booking a month in advance. Depends on the season and whether anything is happening that would cause hotels to fill up (e.g. conference season). I normally try to get an idea by seeing whether rooms are filled up one week from now. If there are plenty of rooms available, then normally a month into the future should be fine too.
