[StartHere] Transfer Money from MoneybackCo Account to PayPal

I have had $45 in my moneyback co account since the 3rd of July and it has still not been deposited into my paypal account. I have set the minimum payout to $20, so $45 minus $10 for the annual membership, shouldn't $35 have been deposited by now?
Can someone explain to me whats going on please?

    From the account page:

    Payouts are processed on or around the first Monday of each month providing your balance is greater than your minimum payout amount (specified in Preferences).
