Can we still use bank notes with:
(1) pen scribbles
(2) obvious tear/holes/cuts?

Yes, but if the store won't accept it, you can exchange it at the bank. Depending how damaged it is, you might not get the full amount back. http://banknotes.rba.gov.au/damagedbanknotes.html
