was given a 1tg portable HDD.
my netbook (win7) detects it.
I can see it in device manager.
but can't open it/format it, etc.
what is the easiest way to access this device?

Try a different Computer and try a different OS (ie boot into an Linux LiveCD (or USB))
just trying to format it on my hackintosh. usb 2 - slow
formatted it in osx. -fat32
whacked it in my XP machine -formatted again.
transferring files from my win7 netbook. awesome.
Yeah for some reason *nix systems seem to be able to recover bad drives more frequently than Windows of any flavour…
You should do a thorough scandisk on the drive too, could be some bad sectors that caused the original corruption, and I wouldn't use it for anything mission critical, cause it could be a hardware fault that caused the corruption.
Try a different usb port.
