Lately, I have seen a lot of drivers turn their car engine off at traffic lights to save fuel, and then restart again when it is green light.

Not unless your car does it automatically.
It's also fairly dangerous in certain situations.
I'll put it in park if I'm held up by a train, I don't know if it actually saves fuel but it makes me feel good believing it does
I think SUS888 has got the answer - All newer cars that either have SkyActive, xxxActive, BlueMotion, xxxMotion do it automatically to lower emissions - and NOT necessarily to reduce fuel consumption.
Just spent 30 min doing a Google.
Most sites say if it's longer than 1 minute, turn it off.
Idling too much also causes wear on engine components.

Turn off the engine while waiting
If your non-hybrid vehicle is safely parked, and will be stopped for more than a couple of minutes, turn off the engine. This is even more effective if your vehicle is powered by a large 6- or 8-cylinder engine, as they typically will waste more fuel at idle than smaller engines.

It will save a little petrol BUT, then when u star the car it will drain your batter , spark plugs , starter, so u will save a little money on petrol but then you will have to replace more parts in your car so if its a oider car, you will loses more money
