Offer 1 may not be quite as good as it sounds.
I couldn't find the fees list so I started the enrollment process to get to the payment step. The course I was inquiring about offered a 20% discount to pay upfront (i.e as standard without any voucher), then when the voucher was applied it dropped the price by only another 5%. The voucher only works when you pay full upfront so the voucher really only provides an extra 5% discount. This was on the course I checked anyway. Plus, it does say "up to 25% …" so it may be that discounts vary by course.
