I'm going to Malaysia for a week and was looking to buy a rash guard to protect against UV as I am doing outdoor/beach activities every day. I basically want something that will cover my arms and still stay cool. It seems like this will cost be at least $50 at somewhere like Rebel Sport. Can anyone give me a recommendation on a good cheap one? My goal is to spend about $10 on it.

You could try the Cancer Council Shop, they normally sell these for about $50 but you might be lucky and find something on clearance/last years stock etc. If you have Extras cover on your health insurance, some policies pay a benefit on Cancer Council UV products so it would be worth checking if yours does. Mine has $50 per item on sunscreen, swimwear, hats and sunglasses, up to $250 a year. You could essentially get it and a bunch of other stuff for next to nothing.
