I certainly wouldn't be going with anyone who wants to submit a DA. Like the Council is going to turn up at your door and say they have reports about you replacing a wall! You just need someone with a licence and you can check their qualifications online with the licence number.
If the wall is plasterboard, timber framed, not brick, it isn't too hard to do. A couple of acrow props to hold it up and a suitable beam to cover the distance. We did one about 3 metres wide and used a 14in by 4in laminated beam. A little over engineered for the distance but that's how it is when you DIY at ours. All up, with re-plastering, came in under $1000.
