Was browsing Google Play store to see if there was any special discounts on applications. While scrolling down I noticed that they were having discounts on classical albums.
Noticed that this album was free while all the other albums were $9.99 and each single song was $2.19
Not sure if Google stuffed up or it was supposed to be free, either way you get 30 Mozart tracks for your Google account.

You should be able to download it onto your PC once you've purchased it off Google Music Store
After purchase, does this download to the phone or is it just a matter of listing to it online?
It will steam on your Android device unless you download it.
Just go into Google Music Store and drag the side panel, select "Listen Now".
There should be "I love Mozart", on the bottom right corner of the album art there should be 3 little dots. Click on that and select "Keep on Device"
PC should be the same but it will download to your pc
