Virgin charges you for paying with PayPal

When buying a ticket today, I noticed they were charging $7.70 transaction fee for using PayPal, I thought this was against PayPal's T&C

Virgin charges you $7.70 whenever you pay online. Not just Paypal. Debit and Credit cards too.

To add to above, I read on here that t&c state can't cost more than other methods.

I usually pay using Poli internet banking. No fees, but only available to some banks/credit unions. Not sure strategically which this is a good idea, but does avoid fees. http://www.polipayments.com/
