PayPal Surcharge at OurOnlineCanteen.com.au - 4.4%?!

Just noticed Ouronlinecanteen.com.au charges a 4.4% surcharge for PayPal transactions.

Not only is this ridiculously high - and theey cream money off of the school transactions anyway - I think it is against PAyPal's TOS;

"Sellers may not charge a surcharge for accepting PayPal as a payment method."

Could slomeone that knows more than me (which is probably most people!) clarify this for me??

Is this a surcharge or a handling fee ?

4.6 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.

What does the Ouronlinecanteen.com.au actually say ?

States it as a surcharge.

Credit card is 2.2%

I received a reply from then stating the following…

'as we don’t sell anything we can offer the surcharge, you are adding credit to your account and purchasing product from your canteen.'

  I say BS. Report them because they are treating it like a profit centre and they blatantly lied to you. Now way in the world they are paying 4.4%. Should be no more than 2.2% like their credit card, which is also over the top. They wouldn't be paying anything like 2.2% or if they are, they need to work out why.
