I just bought a Garmin Nuvi 40 (with lifetime maps) for $100 from JB Hi Fi. I realized that $22 of that is for the 2-yr warranty. Are such warranties worth it or should I just get my money back and just pay for the device?

It's a consumer electronics device like any other but they are generally reliable and only let down by the platform behind it.
I've had a Mio C520 which is probably 6-7 years old now and have had no issues. Actually, I lie, a few years into ownership I replaced the inbuilt battery which couldn't hold a charge for $12 delivered off eBay. New battery has been working fine for years. It's been used in 4 different countries and relied upon heavily. WinCE is actually rock solid.
I would get the refund - I mean $22 is 28% of the purchase price ($78) That being said, if they bundled it and said it's either $100 for the standard warranty or $100 for the 3 year warranty, then you don't have much choice, they're probably using the margin on the warranty to subsidise the GPS itself.
GPS units regularly go for between $49-99 so I think you can rely on the manufacturers warranty and you should be fine.
