Well the best type of screen right now is IPS. They are quite expensive though. Really, anything is good if you just plan on doing work and watching Youtube.
This one's probably the best bang for buck IPS for small screens: ViewsonicVX2260S. It's $134 at MSY.
8ms for video playback?
Yes.. C'mon, you honestly see a difference between even 2ms compared to 8ms? Even using a monitor with a response time of up to 16ms is sufficient. That's like comparing a screen with 300 ppi compared to something as high as 350 ppi. You get to a point where you can't see the difference.
Depends what you're watching or playing. Mine is 8ms and I get tearing even with Vsync on running at a locked 60fps. Video? Fast stuff isn't great…
