Also, how much excess do you have to pay to make a claim? Excess may cost more than a new clothes line.
depending on the damage, you might only need a couple of bags of pre-mixed concrete @ < $10 ea

Definitely it is. it is same as doors, windows and garage door. anything which is within the boundary fence is considered as part of the building/property and covered under house and contents insurance. I am however not sure if they would cover it as it blew away with the wind (some insurance companies do not cover acts of nature). But as for your question if it is part of the building, yes it is…
