They claim it adds a lot. For consoles it will be a whole new release because it is 'too big' for DLC.
At $45 USD it was too much for an expansion. At $26.99? Sounds more like it.

Not everywhere. GMG and Steam both have it at $45 for preorder for Australians. You might be able to get around that with a proxy, although both GMG and Steam threaten to cancel the order without refund if you do it.
Steam will actually suspend your account for bypassing region restrictions. But in regards to GMG, they're a CD Key seller so it sounds to me like an empty threat. One can easily raise a dispute through Paypal or chargeback on their CC for goods not delivered.
Yeah, when I saw it was $45 on GMG and Steam I thought that was ridiculous! No way is DLC worth that much (no matter how much it adds). $27 is a lot more like it.
