I ordered the GTA V for 360 for my bf from Target at $79 but has since came across many deals on Ozbargain with much lower price, for eg from beat the bomb http://www.ozbargain.com.au/node/118188
but now I am confused about NTSc/PAL - I am not sure what version of 360 we have and whether I can just buy one from beat the bomb? My order from Target hasn't arrived and I can just return it when it comes.

Generally if he bought the Xbox 360 in Australia, it'd be 'PAL'.
PAL/NTSC really isn't a thing anymore since we went to hi-def TV's. Basically all modern TV's will support both. Some older TV's (very older CRT TV's) can only support PAL, or will display NTSC with dull colours.
Nowadays it generally just refers to where it was sold. the UK/Europe/Australia are all PAL countries. The USA and Japan are NTSC.
You would only get a NTSC copy if you bought the game online from a non-Australian retailer (or reseller). Even then, it shouldn't be a problem because the vast majority of NTSC 360 games are region free and will work on Australian 360's.
It's more a problem for NTSC games with downloadable content and the like. You can't pick what will be region locked at times. My imported Saints Row IV I couldn't unlock coop even though it was a PAL copy.
Oh yeah, you should make sure he doesn't have GTA V first.. That's pretty important.
Its good to get games cheap,but he probably wants to play it right this second.
RIGHT,NOW. I would sugest getting it cheap as you can from a retail store,before he just gets the game himself. Then return the target one.
You can check with the other 360 games your bf has been playing. On the spine of the covers/box there is usually a label PAL or NTSC. Chances are its PAL.
