In order for a new player who has never played WoW before, to play online on battle net, can they start from Mists of Pandaria straight away or do they need to purchase earlier versions first? I am asking because I remember seeing on battle.net website (can't locate the page ATM) that hinted that I need to purchase the battle chest first then move on to newer versions.

You can get the battlechest for $15 from ebgames which includes the original plus Burning Crusade and Lick King expansions. This will be enough to get you started as you don't need the other expansions until you level up more.
After that, you need Cataclysm which usually goes very cheap when on special (just keep an eye out while you're spending your weeks leveling). Then Pandaria comes next.
Get the starter edition (free) and grind 2-3 characters to lv20, then buy/register Battlechest ($15). If you then enjoy getting to lv70, then invest the 60 odd in cata and panda
This will only cost you $25 plus your marriage.
